§ 32-516. Bells, sirens and speakers.

  • (a)

    No vehicle shall be equipped with a bell except fire apparatus, police cars and emergency cars belonging to the City. No vehicle belonging to the City shall be equipped with a siren or loudspeaker except upon written order of the City Manager.

    (b)

    No vehicle shall be equipped with speakers mounted on the outside, including in the front grills. No person shall modify the speakers in a vehicle in a manner which will amplify or increase the sound emitted to a level louder than that emitted by the unmodified speakers.

    (c)

    Notwithstanding Subsection (b) above, speakers can be mounted on the outside of a vehicle which is to be used in a parade. However, a permit must be obtained from the Director of the traffic division for each vehicle so used. The permit will only be valid during the parade. At the conclusion of the parade, the permit shall expire.

    (d)

    Notwithstanding the above, the provisions of this section shall not prohibit any duly licensed ice cream vendors from ringing bells or playing music boxes in such a manner as not to disturb the peace and quiet of the City. No duly licensed ice cream vendor shall ring a bell or play a music box more than five minutes in any one place or within a distance of less than 500 feet from a school, church or public assembly while same is in session and 30 minutes prior to or following said assembly or session.

    (e)

    Any person who violates any provision of Subsections (b), (c) or (d) shall, upon conviction thereof, be guilty of an offense against the City and, if convicted, shall be punishable by a fine of not more than $750.00 and costs.
